Opportunity

The Dominican Republic has long been a magnet for travelers drawn by its sun, sand, and vibrant culture. Tourism has become one of the country’s most dynamic engines of economic growth, fueling investment, jobs, and infrastructure. Yet, in the midst of this national boom, the town of Miches in El Seibo Province, home to pristine beaches and extraordinary natural beauty, has historically remained isolated. Located in one of the Dominican Republic’s poorest regions, Miches holds immense potential that remains largely untapped.

Recognizing this unique opportunity, the Cisneros Group, a family-owned global enterprise with deep roots in the region, set out to reimagine luxury tourism through Four Seasons Tropicalia: a world-class, environmentally responsible resort designed to blend exclusivity with sustainability. Anchored by a 95-room hotel and 25 branded residences, the project spans 52 hectares and 860 meters of beachfront. More than a destination, Four Seasons Tropicalia was envisioned as a catalyst for sustainable development, community empowerment, and environmental stewardship, showcasing how the Dominican Republic could lead in responsible tourism.

Approach

Acting alongside IDB Invest, the Mandated Lead Arranger, CIFI joined a syndicate of respected institutions including DEG, ILX, Banco Popular, Banco BDI, and López de Haro, to assemble a robust USD 133.6 million financing package. This funding supports the construction and operation of the resort, with a total investment plan of USD 265.7 million. Through an amendment in December 2024, CIFI increased its stake in a Mezzanine Loan to USD 14 million, bringing its total debt participation to USD 18 million.

The project’s structure was designed to balance ambition with prudence. The main construction contract was awarded to Bouygues Construcciones República Dominicana (BCRD), a firm with solid experience in resort development. The choice of Four Seasons as the hotel operator added another layer of confidence, guaranteeing operational excellence and the global brand recognition essential for attracting high-end tourism. 

Sustainability is at the heart of Four Seasons Tropicalia’s design and operations. The project implements an Environmental and Social Management System aligned with international standards and best practices such as the International Finance Corporation (IFC) Performance Standards, to ensure compliance, manage risks and promote continuous improvement. It is pursuing LEED certification and has adopted pioneering initiatives, such as a policy banning foam containers in the food and beverage chain for their construction workforce.

Outcome

Four Seasons Tropicalia is poised to become a transformative force for Miches and El Seibo Province. Its tropical architecture seamlessly integrates indoor and outdoor spaces, incorporating natural elements while offering a guest experience that combines luxury, privacy, and a deep respect for the environment. Once operational, the resort will set a new benchmark for eco-luxury in the Caribbean, contributing to the Sustainable Development Goals (SDGs) 4 for quality education, 5 for gender equality, 8 for decent work and 14 for life beyond water.

The economic impact will be far-reaching. The project is expected to generate hundreds of jobs during construction and permanent roles once operational. Beyond direct employment, the resort will stimulate local businesses and supply chains, foster entrepreneurship and boost household incomes. 

Community engagement is central to the project. The Cisneros Group established Fundación Tropicalia in 2008, a non-profit designed to work hand-in-hand with local stakeholders developing innovative, high-impact initiatives focused on education, entrepreneurship, cultural preservation, and environmental protection, building local capacity long before the first stone of the resort was laid. The project also collaborates with other responsible companies through PROMICHES, a private business organization strengthening Miches’ coastal governance by leading initiatives that promote economic and social development while preserving biological and cultural heritage.

By blending visionary investment, sustainable design, and deep community partnership, Four Seasons Tropicalia is redefining what responsible tourism looks like in the Caribbean. With the support of CIFI and its partners, the project shows how luxury hospitality can go hand in hand with environmental stewardship and social impact, creating lasting value for Miches and its people.
