Peru’s logistics sector has long faced challenges in meeting the demands of a rapidly growing economy and evolving global supply chains. The country’s main industrial corridors, anchored by the Port of Callao, the emerging Port of Chancay, and Jorge Chavez International Airport, are gateways for the majority of Peru’s industrial cargo, yet lacked modern, sustainable infrastructure to support efficient storage and distribution. Recognizing this gap, a consortium of experienced sponsors from Chile, Ecuador, Uruguay, and Peru envisioned Almacenes del Norte (ADN) Parque Logístico Callao: the first sustainable logistics park in Peru, designed to deliver top-tier storage solutions and set new benchmarks for environmental and social responsibility.
Strategically located in Ventanilla, in Lima’s west zone, ADN sits at the heart of Peru’s logistics activity. With easy access to major highways and a skilled local workforce, the park is designed to serve a wide range of clients, from retail and food to technology and logistics operators. The master plan covers several hundred thousand square meters, with the first phase already providing multiple large and medium-sized warehouses and all the necessary infrastructure to support efficient operations and future growth.
Approach
CIFI played a pivotal role in transforming the ADN vision into reality, acting as both a key financier and strategic advisor. In March 2024, CIFI committed USD 11.1 million, split between a USD 7.4 million Senior Loan and a USD 3.7 million Subordinated Loan, as part of a USD 63 million Senior and Subordinated Loan package structured by IDB Invest. This robust financial structure, which also included a USD 18.9 million contribution from the CIFI Sustainable Infrastructure Debt Fund, enabled the construction and early operation of the first phase of the ADN logistics park. The financing package was part of a broader investment effort totaling USD 135.3 million, reflecting the scale and ambition of the project.
CIFI’s involvement went far beyond providing financing. As Mandated Lead Arranger for the Subordinated Loan and a key participant in the Senior Loan, CIFI worked hand in hand with sponsors and partners to ensure ADN would uphold the highest international standards for environmental, social, and governance (ESG) performance. The financing was structured with long-term commitments and strong safeguards to support the project’s success, while sponsor contributions and carefully designed mechanisms helped manage risk and provide a solid foundation for the park’s development.
Sustainability is embedded in every aspect of ADN’s design. The park targets BREEAM certification, integrating energy and water efficiency measures, solar panels, LED lighting, water reuse systems, and green areas to minimize environmental impact. Social initiatives focus on local and female employment, capacity-building with the Ventanilla Wetlands Regional Conservation Area, and proactive stakeholder engagement. Comprehensive ESG due diligence, aligned with IFC Performance Standards and Equator Principles, ensured environmental and social risks are actively managed.
Outcome
The inauguration of the first phase in August 2025 marked a milestone for Peru’s logistics sector and for sustainable infrastructure in Latin America and the Caribbean. With part of its complex now operational, ADN delivers flexible, high-quality warehouse solutions in one of the country’s most strategic locations. It includes a large warehouse module, three medium warehouses, and supporting infrastructure such as water works, lighting, access roads, and perimeter walls, setting a new benchmark for efficiency, adaptability, and sustainability. These efforts contribute to Sustainable Development Goal (SDG) 11: Sustainable Cities and Communities, by promoting inclusive and resilient infrastructure.
ADN’s impact extends well beyond logistics. The park is expected to generate hundreds of jobs, provide training opportunities, and stimulate local businesses, directly supporting SDG 8: Decent Work and Economic Growth. Sustainability initiatives will reduce energy and water consumption, promote waste recycling, and protect local biodiversity, aligning with SDG 13: Climate Action. The project’s adherence to ESG best practices and proactive community engagement also promotes SDG 5: Gender Equality, by fostering inclusive participation and equitable opportunities.
CIFI’s pivotal role in structuring, financing, and advising ADN Parque Logístico Callao demonstrates its commitment to sustainable development and its ability to catalyze transformative projects. By combining financial innovation, rigorous risk management, and a deep dedication to ESG principles, CIFI has supported a model for future logistics infrastructure across the region, one that delivers economic, social, and environmental value for communities and investors alike, while contributing meaningfully to SDG 7: Affordable and Clean Energy through its resource-efficient design.
