Montreal, Canada, May 21, 2025 – CIFI and FinDev Canada, the country’s bilateral Development Finance Institution, have signed a Memorandum of Understanding (MoU) to jointly identify opportunities to co-finance private sector sustainable infrastructure projects in Latin America and the Caribbean. This strategic partnership aims to support projects that align with FinDev Canada’s development impact priorities.

Under the terms of the MOU, CIFI will invite FinDev Canada to participate in financing opportunities where CIFI acts as lead arranger. FinDev Canada may participate as a co-lender alongside CIFI, contingent on availability, client consent, and alignment with its investment criteria. Eligible projects must be located in ODA-eligible countries, within approved infrastructure sectors, and meet financial thresholds.

“The urgent and growing need for climate finance in emerging markets and developing economies can only be addressed through collaboration and partnerships,” said Lori Kerr, CEO of FinDev Canada. “This MOU with CIFI aligns with our goals and opens new opportunities for impactful investments in Latin America and the Caribbean.”

Echoing this sentiment, César Cañedo-Argüelles, CEO of CIFI, emphasized the value of joint action: “This alliance with FinDev Canada represents a significant step toward strengthening our relationships with strategic partners in support of sustainable infrastructure projects in the region. We are excited to collaborate and leverage our combined expertise to drive impactful development.”

According to the Development Bank of Latin America and the Caribbean (CAF), by 2030, the region will need USD 2 trillion in investments to expand and maintain the infrastructure needed to achieve the Sustainable Development Goals. The MOU between CIFI and FinDev Canada underscores the importance of collaboration in bridging these financing gaps. By combining resources and expertise, both organizations aim to make a significant impact on infrastructure development in the region. The agreement is set for a five-year term, reinforcing a shared commitment to flexibility and long-term impact.
