I am sure that you will have come across a few
of these whilst doing missions.
In fact I am sure almost everybody is sick and
tired of seeing them when you are hoping to get some "cool loot"
from that chest.
For those of you who haven't seen one yet
(Wake up! Open your eyes!) this is what it looks like:
Unless you are taking part in the
Notum Wars or know somebody who is then you'll want to
continue deleting them as you always have done.
If you are into tower building & ownership
then you'll find them a little more useful.
You need to go and speak to the supply
masters.
Your local Clan supply master is Smug and
you'll find him at the very North-Eastern corner of Wailing
Wastes at 2700x3500
If your loyalties lie with Omni you may want
to visit Eel who you will find in Avalon at 1800x1200
Go and have a chat with your friendly supply
master and he will soon start to offer you some work.
Unfortunately not all of the quests are related to this gift
wrapped package, however eventually during your conversations
the topic will turn to "A box of cigars and some fine cognac all
wrapped up in a nice gift package".
This is the quest you are looking for and once
you've got it you can hand over the one package you are allowed
to keep (what with it being unique) and be rewarded with your
prize.

Which to the uneducated is a Multi-Purpose Tuner.
To those not taking part in the
Notum Wars (or who have decided not to purchase it) then
this item is as much use to you as the Gift Wrapped package was
- a waste of a space in your bank inventory.
However those people who have decided to fight
for the land we all inhabit will know that this item is a vital
tool in tower construction.
